Oracle Recruiting Cloud Pilot 

The United States is a maritime nation, and the U.S. Navy protects America at sea. To defend American interests around the globe, the U.S. Navy must remain prepared to execute their timeless role, as directed by Congress and the President.   

Scope of work

In October 2019, a workgroup was tasked with developing an implementation plan for the Department of the Navy (DON) Civilian Human Capital Strategy (CHCS). CHCS charges the DON to “Harness the Power of Data.”  

On January 16, 2020, a CHCS Taskforce was assembled to focus on establishing a Data-Driven Foundation for Workforce Planning and expanding People Analytics for Decision-Making by using automation and/or artificial intelligence (AI) enabled technologies to screen candidate resumes. This pilot will support Anchor 1 initiatives to access and curate best-in-class talent and will require support from Anchor 5 efforts to focus on a technology enabled-workforce. The Pilot Team has created a project plan covering the Oracle Cloud approach to Automation and AI in the Recruiting Process. 

Elire was engaged with the DON group through Oracle ASM, Laura Hofer. This pilot initiative was tasked with demonstrating the Oracle Cloud approach to Automation and AI in the Recruiting Process. The Pilot framework was to only pilot the modules in Oracle HCM Cloud as directed at the enterprise level, limiting the scope to activities associated with planning, coordinating, marketing, and working recruiting events.

Success delivered

Using Elire’s Success Delivered Methodology, the project team was able to successfully stand up the Pilot instance of Oracle Recruiting Cloud. The Pilot leveraged a skilled team to create a simulated future state to support the commands in scope for the spring 2021 recruiting season. The project team leveraged cutting-edge automated tools with Oracle Cloud procedures including Adaptive Intelligence for Resource Matching and the Oracle Digital Assistant to Automate the Recruiting Process. 

The project goals of promoting shared ownership, collaboration, and communication were successfully achieved, as well as quickly and efficiently validating project requirements and work accomplished.  The Elire project team was able to manage project planning and control functions, including controlling project risk. The Pilot Oracle HCM Recruiting module was able to support two career fairs and other specific deliverables detailed in the project plan. The Elire project team was also able to provide timely technical and helpdesk support as needed throughout the pilot period. 

future initiatives

The planned scope for future engagements (if awarded) at the Department of the Navy includes the implementation and pilot of additional cloud modules, as well as enhancements and expanded use of Oracle Recruiting Cloud and Cloud technologies.
