Day 2 Optimization – Oracle Recruiting Cloud (ORC) and Onboarding Cloud Implementation
Lucas County partnered with Elire Consulting for a “Day 2” optimization project centered on Oracle Recruiting Cloud (ORC) and Onboarding Cloud. The goal was to centralize recruitment and onboarding processes across 13 distinct agencies, each previously managing its own workflows.
Using Elire’s Oracle HCM consulting expertise, the project implemented Oracle’s standard recruiting and onboarding features, including a centralized career site, standardized job flows, configurable offer templates, and automated onboarding Journeys. These enhancements modernized recruitment processes and created a unified platform for seamless talent acquisition. Specific features such as Design Studio and Eligibility Profiles were critical in tailoring the Oracle Cloud solution to meet Lucas County’s diverse requirements.
To further enhance usability, Elire facilitated train-the-trainer sessions and created customized training materials. These resources empowered Lucas County’s HR teams to fully utilize Oracle Cloud tools in their daily operations, ensuring long-term system adoption and effectiveness.
Aligning recruitment and onboarding processes across 13 agencies was a complex challenge. Each agency had established its own methods and workflows, creating some initial resistance to adopting new technologies. To address these challenges, Elire conducted collaborative design sessions using standard questionnaires and templates. By leveraging 20+ years of implementation experience, the team guided Lucas County toward consolidating disparate processes into a unified, streamlined approach.
Late in the project, the need for a custom integration with Textkernel for resume parsing arose. While the integration process involved minimal technical complexity – as Textkernel’s seeded integration required only minor configuration – it added value by improving the candidate experience. The resume parsing software ensured consistent data flow into candidate profiles, simplifying the application process for job seekers.
Elire’s implementation of Oracle Recruiting Cloud and Onboarding Cloud transformed Lucas County’s recruitment processes. A centralized recruitment platform was established, featuring a unified career site and standardized workflows across all agencies. This streamlined approach simplified the hiring process, ensuring consistency and efficiency.
The onboarding experience was significantly enhanced with automated journeys, which launched automatically as soon as a new hire transitioned to a pending worker status. Union-specific agreements were accounted for using Eligibility Profiles, ensuring the correct tasks were allocated automatically. Finally, the incorporation of AI-powered resume parsing through Textkernel provided a faster and more intuitive application process, enhancing the candidate experience.
