PeopleSoft to Cloud HCM Implementation 

The Department of Energy (DOE) laboratory is one of the national laboratories of the United States Department of Energy. Since its inception, the DOE lab has been instrumental in nuclear research for the U.S. Government. Today, the lab performs work in each of the strategic goal areas of DOE: energy, national security, science, and environment. DOE lab is the nation’s leading center for nuclear energy research and development, with roughly 4,000 employees. 

Scope of Project

DOE lab was running on a highly customized 9.1 version of PeopleSoft. Elire conducted a SAS engagement with the client during the summer of 2018, where the goal of the project was to identify if Oracle HCM Cloud would be a fit for them given the highly customized state of their PeopleSoft 9.1 instance. Elire completed the fit/gap engagement and determined Oracle Cloud would be about a 90% fit of the lab’s 700 requirements. Following the SAS engagement, a formal RFP for implementation was released and Elire was awarded the contract. Elire was tasked with implementing Oracle Cloud Human Capital Management (HCM) to provide secure, supported, and sustainable business systems that support our business processes and services and bring value and productivity to the DOE lab. Additionally, a large part of the project involved converting all legacy historical data from PeopleSoft and moving all integrations and reports. 

The Challenge

The Elire project team faced challenges including completing a system re-design to remove customizations and streamline business processes, as well as converting all historical legacy HR data. The project also involved redesigning the integration architecture to support Cloud integrations and adhere to security and architecture DOE controls. 

Success Delivered™

The Elire Team successfully went live on August 10th, 2020 with Core HR, Benefits, Absence Management, and Payroll. In all, Elire converted 5,183 active workers, 44,209 inactive workers, over 250,000 assignment records, and nearly 150,000 salary records. The Team built over 20 custom inbound and outbound integrations to other systems and developed over 100 custom reports. In order to deliver success and not extend timelines, Elire successfully executed a mid-quarter payroll balance conversion. 

The following phase comprised of three main scope items: Benefits Open Enrollment, implementing Workforce Compensation for Variable Pay Awards and Year-End Merit Planning, retiring PeopleSoft (which encompasses building a time admin replacement, completing pension replacement), and moving additional data objects to an operational data store.  This subsequent phase wrapped up in early 2021. 

The DOE lab has continued its cloud journey and confidence in Elire as their partner. In 2022, Elire helped the DOE lab release a new 401k and profit-sharing plan for union employees. They continued to make process improvements by moving Core HR to the responsive user interface and implementing auto complete rules to improve data entry. Additionally, the DOE lab has implemented onboarding and offboarding journeys to further enhance its user experience.

Current Project

Elire is currently helping DOE lab implement Absence Management and a refined accruals process that is expected to go-live in April 2023. Furthermore, Elire is implementing Goals and Performance Management which is expected to go-live in September 2023.  Lastly, Elire is moving the final pieces of functionality off PeopleSoft that includes time processing which is expected to go-live in early 2024.
