PeopleSoft HCM Data Archive 

Scope of the Project

In 2023, American Electric Power (AEP) successfully completed its migration from PeopleSoft HCM 9.1 to Workday. As part of the transition, AEP needed to decommission its legacy PeopleSoft infrastructure—but critical historical Payroll and ePerformance data remained housed in the retired system. To meet strict data retention and compliance policies, AEP required a secure, accessible archive of this legacy data. 

Elire was brought in as a trusted advisor to execute a full-scale HCM Data Archive initiative. The objective: extract, transform, and deliver historical Payroll and ePerformance data in a secure, user-friendly format that would support long-term compliance, audit readiness, and operational continuity. 

The Challenge

This engagement marked AEP IT’s first major post-migration initiative, carrying both high visibility and a compressed delivery timeline. Internal resources had limited experience with large-scale data extraction, and there were no existing test scripts to validate legacy data sets—particularly complex Performance Management documents. 

Further, the project required organizing and delivering a vast volume of data in a structured format that was easily navigable and usable by the HCM team. With historical records stretching across years of Payroll and ePerformance transactions, the solution had to balance data integrity, usability, and strict security standards. 

Success Delivered

Elire delivered a comprehensive data archive solution by combining delivered Oracle functionality with custom extraction techniques. The team generated nearly one million secure, user-readable PDF files covering the full scope of AEP’s historical Payroll and ePerformance records. 

Each file was structured to ensure ease of access and full usability, with documents securely stored and retrievable on demand. The solution was also fully compliant with AEP’s retention and regulatory policies, mitigating risk while ensuring critical data remained readily available for audits, legal inquiries, or internal use. 

By leveraging its proprietary tools and deep expertise in legacy system retirement, Elire enabled AEP to: 

  • Fully decommission its PeopleSoft HCM infrastructure 
  • Ensure 100% retention of critical historical HCM data 
  • Deliver operational efficiency and reduce data retrieval time 
  • Achieve compliance peace of mind with a secure, accessible archive

This initiative empowered AEP to move forward with its Workday investment while preserving the value and accessibility of its historical HCM data.
