PeopleSoft HCM Optimization

Scope of the Project

In 2023, Omaha Public Power District (OPPD), a long-standing Elire client, re-engaged Elire to optimize their ECM Total Rewards system. What began as a targeted enhancement effort quickly expanded into a comprehensive review of OPPD’s PeopleSoft Human Capital Management (HCM) environment. 

Elire conducted a deep-dive assessment of OPPD’s HCM core and foundational modules, identifying areas of underutilized functionality, misaligned configurations, and opportunities to streamline operations. The result was a strategic three-year roadmap for phased implementation—paving the way for continued transformation through a series of defined projects. 

Modules and areas impacted included: 

  • HCM Core 
  • Employee and Manager Self-Service (ESS/MSS) 
  • Benefits Administration (including Life Events, Open Enrollment, and Retiree Processing) 
  • Position Management 
  • Compensation 
  • Reporting 
  • Veteran Role Capacity 
  • Notification Composer 
  • Document Upload & Approval workflows 

 

Key PeopleSoft 9.2 features were leveraged, including Page and Field Configurator, Activity Guides, WorkCenters, and Configurable Search, as well as advanced tools like Oracle Guided Learning and Benefits Document Upload. 

The Challenge

OPPD faced common—but critical—challenges in maximizing the value of their PeopleSoft investment. These included: 

  • Limited internal awareness of new PeopleSoft HCM features and functionalities 
  • Misconfigured legacy modules leading to inefficiencies 
  • A lack of in-house expertise on modern PUM capabilities 
  • Data integrity issues affecting downstream HR and benefits processes 

 

Elire addressed these roadblocks through a structured methodology anchored in SIPOC analysis, which identified process disconnects and improvement opportunities. Each project phase was independently scoped and executed, allowing for targeted progress and measurable wins. 

Success Delivered

Each initiative within this multi-year effort has been delivered on time and within budget. OPPD has seen significant gains through: 

  • Activation of previously unused, licensed PeopleSoft features 
  • Enhanced data accuracy across HCM processes 
  • Streamlined benefits administration and life event processing 
  • Improved employee and retiree self-service capabilities 

 

These improvements have not only resolved longstanding inefficiencies but also empowered OPPD’s HR team to take fuller ownership of their software investment. 

Current efforts are focused on final testing for Fluid Job and Person Data, as well as Benefits Document Upload and Approval. Future phases will continue through 2025 and 2026.
