PeopleSoft HCM Modernization Project

Scope of the Project

Elire partnered with Hennepin County beginning in late summer to evaluate and expand the County’s use of PeopleSoft Human Capital Management (HCM), unlocking powerful functionality that had not been utilized in over a decade. 

The engagement focused on modernizing core HCM components through a configuration-first approach, enhancing operational efficiency and system usability without introducing new customizations. 

Scope of Work Included: 

  • Fluid Position Management 
  • Employee and Manager Self Service (ESS/MSS) 
  • Notification Framework and Approval Framework 
  • Person and Job Data Modernization 
  • Company Directory 
  • Workforce Administration 
  • Position Insights/Dashboards 
  • Custom Workflow and Security Redesign 

The Challenge

To ensure Hennepin County’s internal teams were equipped for long-term system sustainability, Elire conducted an extensive nine-month knowledge transfer program—meeting three times weekly to build hands-on PeopleSoft proficiency. 

Additional challenges included: 

  • Delivering a clean, maintainable solution using Page and Field Configurator, avoiding new customizations. 
  • Balancing a County-led project structure with Elire’s advisory leadership across design, testing, and implementation. 
  • Managing a compressed project timeline with an iterative approach to design and testing, ensuring deployment readiness while laying a foundation for future enhancements. 

Success Delivered

The successful modernization of Hennepin County’s PeopleSoft HCM environment was made possible through a close, collaborative partnership between the County and Elire teams. Elire’s role extended beyond technical delivery to include proactive support in Change Management, User Training, and Communication Strategy—ensuring County readiness across all organizational levels. 

Key outcomes included: 

  • A seamless, sustainable go-live enabled by robust testing, quality assurance, and risk mitigation strategies.
